Meet the Grand Jury and Expedited Case Management Team
T. McKenna, Expedited Case Management Unit Supervisor, Grand Jury Unit Acting Supervisor
T. McKenna has proudly served Cuyahoga County as an Assistant Prosecuting Attorney since 1997. She tried many felony cases before becoming a grand jury prosecutor in 2006. In 2007, she was selected to pilot the Expedited Case Management program, which showed great promise, and was expanded. In November 2010, she was promoted to Supervisor of the Expedited Case Management program. She earned her Bachelor’s degree from The Ohio State University, graduating With Honors and Summa Cum Laude. She also earned her Juris Doctor from The Ohio State University College of Law, With Honors, in 1992.
Grand Jury Unit
John J. Gallagher, Assistant Prosecuting Attorney
John J. Gallagher was hired August 1987, in the Cuyahoga County Prosecutor’s Office. Since 2002, he has been assigned to the Grand Jury Unit in the Criminal Division. He has worked in Child Support, Juvenile Court, General Felony, and Major Drug Offender Unit(s). He graduated from the University of Dayton in 1983, and obtained his law degree from Cleveland-Marshall College of Law in 1986. He was sworn in as a lawyer in November 1986.
Kysha Harris, Assistant Prosecuting Attorney
Assistant Prosecuting Attorney Kysha Harris attended the University of Cincinnati College of Law, and passed the bar in 2003.
Brian Murphy, Assistant Prosecuting Attorney
Assistant Prosecuting Attorney Brian Murphy joined the Cuyahoga County Prosecutor’s Office after receiving his J.D. from Cleveland-Marshall College of Law. He also has earned his B.A. in Communications from John Carroll University. He represents the office during defendants’ initial court appearances on felony complaints and in both the Cuyahoga County Court of Common Pleas and Cleveland Municipal Court drug courts. Prior to receiving his J.D., he also was a law clerk at the Cuyahoga County Prosecutor’s Office.
Debra Obed, Assistant Prosecuting Attorney
Debra Obed has over two decades of public service with Cuyahoga County. Debra has been an in-charge Assistant Prosecutor at Children and Family Services and in the General Felony Units. She has been a member of the Grand Jury Unit since 2008.
Angela Thomas, Assistant Prosecuting Attorney
Assistant Prosecuting Attorney A. Thomas has been with the Cuyahoga County Prosecutor’s Office since 2003. APA Thomas is part of the Early Case Management section of the Grand Jury Unit.
Linda Travis, Assistant Prosecuting Attorney
Assistant Prosecuting Attorney Linda Travis joined the Cuyahoga County Prosecutor’s Office nearly two decades ago. She graduated from Cleveland-Marshall College of Law in 1979. Before coming to the County, her 34 year legal career included time spent as an Assistant Prosecutor for the City of Cleveland, Assistant Director of Law for Cleveland, and several years in private practice litigating cases in defense of insurance companies and their policy holders. Currently, she is responsible for presenting cases to the Cuyahoga County Grand Jury.
Joanna A. Whinery, Assistant Prosecuting Attorney
Joanna A. Whinery is proud of her two decades spent in public service in Cuyahoga County. She served for three years as a Staff Attorney for the Honorable Lillian J. Green and the Honorable Pat Kelly from March of 1994 through April of 1997. She joined the Cuyahoga County Prosecutor’s Office in April of 1997, beginning with the child support division, moving on to the juvenile court division, and coming to the justice center to work in the general felony unit where she became an IC. She has successfully argued before the 8th District Court of Appeals. Currently she is working in the grand jury division. She has worked as a Cuyahoga County Prosecutor for almost 16 years, taking one year off to serve as bailiff to the Honorable Eileen T. Gallagher. She received her undergraduate degree from The Ohio State University and her Juris Doctor degree from the Cleveland-Marshall College of Law.

Early Case Management Unit
R. Paul Racette, Assistant Prosecuting Attorney
Assistant Prosecuting Attorney R. Paul Racette joined the Cuyahoga County Prosecutor’s Office in March 2008. During his tenure in the office, APA Racette has been a member of the Juvenile Justice, General Felony, Grand Jury, and Expedited Case Management (ECM) Units. APA Racette earned a B.A in Journalism from Northeastern University, an M.S. in TV-Radio from Syracuse University, and a J.D. from Suffolk University Law School. Prior to joining the Cuyahoga County Prosecutor’s Office, APA Racette served for five-plus years as an Assistant District Attorney in the Worcester County District Attorney’s Office in Worcester, MA. APA Racette was also employed as a news/sportscaster for WGMC-TV3 in Worcester, MA, prior to entering law school.
