Holly Welsh,  Unit Supervisor

Holly Welsh is an Assistant Prosecuting Attorney in the Special Investigations Division of the Cuyahoga County Prosecutor’s Office. Since joining the Office in 2007, she has worked in several units, including the Children and Family Services Unit, the Juvenile Justice Unit, and the General Felony Unit. In June 2013, Welsh joined the Internet Crimes Against Children (ICAC) Unit, a statewide task force committed to combating the online exploitation of children. Welsh is a graduate of The College of Wooster and The Cleveland-Marshall College of Law.


David K. Frattare, Investigation Supervisor

David Frattare joined the Cuyahoga County Prosecutor’s Office in 2009 and is currently the Director of State Investigations and the Ohio ICAC Commander for the Cuyahoga County Prosecutor’s Office, Ohio Internet Crimes Against Children (ICAC) Task Force. David is responsible for the investigation, coordination and supervision of undercover online investigations involving the sexual exploitation of children. David serves as the national representative for the Internet Crimes Against Children program in Ohio and provides training to law enforcement officers in the areas of undercover online investigations and peer-to-peer investigations. Prior to his employment with the Cuyahoga County Prosecutors Office, David was employed for 12 years as a Special Agent with the Pennsylvania Office of Attorney General’s Bureau of Criminal Investigation. From 2005 to 2009, he was assigned to the Attorney General’s Child Predator Unit and was responsible for more than 60 arrests throughout the United States and Canada involving the online sexual exploitation of children. David has received extensive training in the investigation, detection, and prosecution of crimes against children and has given more than 300 Internet safety presentations and has appeared on numerous television and radio news programs to discuss Internet crimes against children and Internet safety issues. He is a graduate of John Carroll University in University Heights, OH.



Carl Sullivan, Assistant Prosecuting Attorney

Assistant Prosecuting Attorney Carl Sullivan graduated from John Carroll University, with Honors, in 2005, with a degree in Accountancy. He began clerking at the Prosecutor’s Office that same year, while enrolled at Cleveland-Marshall College of Law. After graduating law school in 2008, Carl was hired full time into the office spending most of his career in the General Felony Unit. He was promoted in 2013 to the Economic Crimes Unit and joined the Internet Crimes Against Children Unit in 2015.
