Colleen A. Majeski, Real Estate Tax Foreclosure Unit Supervisor

Colleen A. Majeski, Tax Foreclosure Supervisor, joined the Cuyahoga County Prosecutor’s Office in 1999 after earning her J.D. from Cleveland-Marshall College of law. She graduated from the University of Dayton with a B.A. in Psychology and Criminal Justice. She has been a dedicated public servant for over 20 years, starting as a scheduler in the Court of Common Pleas, and then working as a Staff Attorney for both the Court of Common Pleas and the Eighth District Court of Appeals. She is responsible for representing the Cuyahoga County Fiscal Officer and Treasurer before the Cuyahoga County Common Pleas Court, the Eighth District Court of Appeals, the Cuyahoga County Board of Revision, U.S. District Courts, and U.S. Bankruptcy Courts. Her extensive education, background and areas of expertise include domestic relations law, legal writing and analysis, real estate tax foreclosure, land banking, economic development, and tax lien law.




Anthony J. Giunta, Jr., Assistant Prosecuting Attorney

Anthony J. Giunta, Jr. is proud of his twenty-eight plus years of public service in Cuyahoga County. He joined the Cuyahoga County Prosecutor’s Office as an Assistant Prosecuting Attorney in the Child Support Enforcement Unit in 1999. He has successfully prosecuted cases in the Child Support Enforcement Unit and the Juvenile Justice Unit. He is currently prosecuting and litigating cases on behalf of the Cuyahoga County Fiscal Officer and the Cuyahoga County Treasurer before the Cuyahoga County Common Pleas Court, the Eighth District Court of Appeals, and the Cuyahoga County Board of Revision, U.S. District Courts, and U.S. Bankruptcy Courts. Anthony has spent his entire career in government service and is dedicated to providing quality service to the citizens of Cuyahoga County. He graduated from Bowling Green State University in 1983, with a Bachelor of Science Degree in Business Administration. He continued his studies at Cleveland-Marshall College of Law earning his Juris Doctor Degree in 1987.


Matthew H. Grabenstein, Assistant Prosecuting Attorney

Matt joined the County Prosecutor’s Office in 2016 as an Assistant Prosecuting Attorney in the Real Estate Tax Foreclosure Unit. His responsibilities include representing the Cuyahoga County Fiscal Officer and Treasurer in litigation over unpaid real property taxes. Prior to joining the Prosecutor’s Office, Matt served as a Hearing Officer for the Cuyahoga County Board of Revision (BOR) where he was instrumental in eliminating a backlog of thousands of property tax complaints stemming from the financial crisis of 2008-2009. He also chaired a BOR panel with jurisdiction over Ohio House Bill 294 property tax foreclosure cases, ordering hundreds of vacant or abandoned properties to county and city land banks. A real estate attorney with experience in litigation and transactional matters, Matt’s professional experience also includes working as an appraiser for a commercial real estate appraisal and counseling firm. Matt earned a Bachelor of Arts degree (History) at the University of Georgia, a Master of Urban Planning, Design and Development degree from Cleveland State University and a J.D. from Cleveland-Marshall College of Law. His professional interests include sustainable development, land use law, property tax policy and public finance.


Adam D. Jutte, Assistant Prosecuting Attorney

Assistant Prosecuting Attorney Adam Jutte joined the Cuyahoga County Prosecutor’s Office in 2008 after receiving his J.D. from Cleveland-Marshall College of Law. He also has earned his B.A. in Justice Studies from Kent State University. He is responsible for representing the Cuyahoga County Fiscal Officer and Treasurer before the Cuyahoga County Common Pleas Court, the Eighth District Court of Appeals, Cuyahoga County Board of Revision, U.S. District Courts, and U.S. Bankruptcy Courts. Adam has spent his career in government service and is dedicated to providing quality service to the residents of Cuyahoga County. His background includes extensive experience in real estate tax foreclosure, tax lien certificates, and bankruptcy.


Michael Kenny, Assistant Prosecuting Attorney

Assistant Prosecuting Attorney Michael Kenny joined the Cuyahoga County Prosecutor’s Office after receiving his J.D. from Cleveland-Marshall College of Law. He has also earned his B.S. in Criminal Justice and a B.S. in Secondary Education from The State University of New York College at Buffalo. He is responsible for representing the Cuyahoga County Fiscal Officer and Treasurer before the Cuyahoga County Common Pleas Court, the Eighth District Court of Appeals, Cuyahoga County Board of Revision, U.S. District Courts, and U.S. Bankruptcy Courts. Michael has spent his career in government service and is dedicated to providing quality service to the residents of Cuyahoga County. His background includes extensive trial experience as well as experience in real estate tax foreclosure, tax lien certificates, and bankruptcy.


Judith Miles, Assistant Prosecuting Attorney

Assistant Prosecuting Attorney Judith Miles joined the Cuyahoga County Prosecutor’s Office in 2006 after receiving her J.D. from Cleveland-Marshall College of Law. She graduated from The Ohio State University with a B.A. in Economics. Assigned to the Tax Foreclosure Unit, APA Miles represents the Cuyahoga County Treasurer and Fiscal Officer before Common Pleas Court and County Board of Revision, and the Eighth District Court of Appeals. She is licensed to practice in the U.S. District Court, Northern District of Ohio, and Northern District of Ohio, U.S. Bankruptcy Court. APA Miles began her legal career after extensive experience in banking, economic and community development, and small business training.


Greg Rowinski, Assistant Prosecuting Attorney

Greg Rowinski is proud to have served Cuyahoga County for over two decades. Greg joined the Cuyahoga County Prosecutor’s Office, Civil Division as an Assistant Prosecuting Attorney in March 1994, and was appointed to the Tax Foreclosure Unit in August 2004. He received his J.D. from Cleveland–Marshall College of Law and his B.A. in Government from the University of Notre Dame. Prior to joining the Prosecutor’s Office, he served as Prosecutor and Assistant Law Director in Garfield Heights, and as a Consultant when his term expired. He also served as Bailiff, Probation Officer, and Law Clerk in the Garfield Heights Municipal Court.


Hannah Singerman, Assistant Prosecuting Attorney

Assistant Prosecuting Attorney Hannah Singerman joined the Cuyahoga County Prosecutor's Office after almost a decade in private practice. She received her J.D. from the Emory University School of Law. She has also earned her B.A. in English and Medieval and Renaissance Studies from Washington University in St. Louis. Her background includes extensive trial experience as well as experience in complex litigation, creditor's rights laws, and bankruptcy. She is responsible for representing the Cuyahoga County Fiscal Officer and Treasurer before the Cuyahoga County Common Pleas Court, the Eighth District Court of Appeals, Cuyahoga County Board of Revision, U.S. District Courts, and U.S. Bankruptcy Courts. Hannah is proud to serve the residents of Cuyahoga County.
